Refurbished phones move to the top of weekend shortlists as repair rules and warranties firm up
Enzo Reno ·

Shoppers weighing phone upgrades this weekend are looking harder at certified refurbished devices, retailers say, as stronger warranties and repair access take hold in the United States and Europe. The shift is supported by state right to repair laws now in effect and Apple’s 2024 move to allow used genuine parts in repairs, which reduces risk for secondhand buyers.
The category already had momentum. Counterpoint Research reported Apple accounted for 49 percent of global refurbished smartphone shipments in 2022 and remained the leading brand through 2023, with Samsung in second place. Marketplace supply has expanded as carriers and trade in programs feed more recent flagships into certified channels.
Why it matters this weekend California’s Right to Repair Act, SB 244, has been enforceable since July 1, 2024, and requires manufacturers to provide parts, tools, and documentation for products made on or after July 1, 2021. For devices that cost 100 dollars or more, support must last seven years, the California Department of Consumer Affairs says. Oregon’s SB 542 took effect on January 1, 2025, and targets parts pairing practices, which makes independent repairs on used phones more feasible.
Apple said in April 2024 that it would enable the use of genuine used parts in iPhone repairs with post repair calibration, a change that addresses parts pairing concerns for components like Face ID and Touch ID. Google has offered Pixel parts and guides with iFixit since 2022, while Samsung ended its iFixit program in April 2024 and continues to channel most official parts through its own service network.
What to check before you buy
Warranty and grading. Apple Certified Refurbished includes a one year limited warranty and AppleCare eligibility. Amazon’s Renewed Guarantee covers at least 90 days, and Renewed Premium listings carry one year, Amazon states. Check carrier certified programs for terms that match new device warranties.
Battery service path. Ask for battery health documentation. Apple lists out of warranty battery service for many iPhone 14 models at 99 dollars in the United States, and authorized providers can quote firm pricing up front.
Software window and bands. Confirm pledged Android updates from the original launch and verify 5G band support for your carrier. This is critical for international models.
Parts availability. California’s seven year requirement and Oregon’s anti parts pairing rule increase the odds that displays, cameras, and ports can be replaced outside first party channels. Verify parts sources and labor rates locally.
Where to shop Apple’s Certified Refurbished store, carrier certified used programs at AT&T, Verizon, and T Mobile, and Amazon Renewed remain the largest first stops. Back Market, which raised 510 million dollars in a Series E round in 2022 according to the company, aggregates third party refurbishers and publishes seller level quality metrics.
For consumer tech more broadly, the strengthening of repair access and standardized warranties is pushing used and refurbished hardware into the mainstream retail mix. That increases pressure on midrange new devices and could shift holiday spending toward higher spec previous generation flagships that now carry clearer service and software guarantees.
